The Asian Federation Against Involuntary Disappearances (AFAD) mourns the passing of Edcel Lagman, a towering figure in Philippine legislation and an unwavering champion of human rights, democracy, and social justice. From his early years as a lawyer defending workers’ rights under Martial Law to his long tenure in Congress, Lagman stood at the forefront of critical battles, pushing for human rights protections, social justice, and reproductive health, measures. He never wavered in his pursuit of truth and accountability. He challenged authoritarianism and defended the marginalized.

Edcel Lagman was the principal author of the Republic Act. No. 10353, also known as the Anti-Enforced Disappearance Act of 2012, a landmark legislation in Asia which aimed to address the issue of enforced disappearance in the Philippines. As the founding Chairperson of AFAD, he played a pivotal role in advocating for truth, justice, and accountability for victims of enforced disappearances across Asia. His leadership strengthened AFAD’s mission, amplifying the voices of families seeking answers and pushing for stronger protections against human rights violations. His dedication to human rights and his relentless pursuit of justice has guided AFAD to deepen its engagement and collaboration with national and international institutions, expand its advocacy efforts, and foster solidarity between Asian and Latin American human rights defenders. 

Beyond politics, his commitment to justice was deeply personal. Having lost his brothers to political repression and enforced disappearance, he carried their struggle as his own, turning pain into purpose. His resilience in the face of adversity serves as an enduring inspiration to all who believe in the power of law to drive meaningful change.

AFAD extends its deepest gratitude for his decades of unwavering service and courageous leadership. His legacy lives on in the laws and policies he championed and the countless lives he touched. Although the nation has lost a remarkable leader, his vision of a just and democratic Philippines endures.
